How is this built, and why does it matter?
A fixed window is not a lesser window. It is the window you specify when the job is glass, not ventilation: a Memorial tree-canopy view, a double-height stair, a bedroom wall that should look like one pane. No crank, no meeting rail, no hardware in the sightline. Just a thermally broken aluminum frame and the largest lite the opening will take.
Houston modern houses use fixed glass the way traditional houses used mullioned grids, as the architecture. We manufacture those units to the drawing, including shapes and stacked compositions that a catalog picture window will not do. The thermal break still matters: a giant metal frame around a west window without one is a radiant heater with a nice view.
Fixed does not mean the house cannot breathe. The usual package is picture glass where the view is, and casements or sliders where people sleep and cook. On coastal jobs, a fixed opening is also the easiest place to put a large impact-rated lite without fighting operable hardware.

If a window does not open, is it still worth replacing?
If the seal has failed, the glass is the wrong solar package, or the frame is unbroken aluminum cooking the room, yes. A fogged picture window is a dead insulating unit. Can I add a casement next to a fixed window later?
Better to design the elevation as a composition now. We regularly build fixed-plus-casement assemblies as one opening. Retrofitting an operable unit beside a picture window later is possible but messier.
